Be the leader of the party!
Have your party members exit or just wait
Fall through floor or jump down
Let Shammos pop open another rex for you
Repeat until time is up or you exit. If you are kicked, you do not get the pq count.
Being leader will prevent you from having a problem from the pq reward box window.

[GMS 1.02.00] Compilation of Packets [Updated 10.27.11]

They don't work if you can't go into that year normally though (they're silently ignored). For example, I'd done the quests up to <year 2230> Dangerous Tower Lobby, and I could use packets to go into all of those years. But it wouldn't do anything if I tried to use the one for the next year, <Year 2503> Air Battleship Bow. After I finished the quests up until that point though, the packet would work.
Also, the last one, <Year 2227>Dangerous City, doesn't work even if you *can* (when it isn't glitched like it is now) go in normally. If you try to use it, it says you're moving through the Time Gate, and then nothing happens. It'll also silently ignore any future Neo City packets you use until you close and reopen the Time Gate window.
The check for completed quests, the check for a pocket watch, and the fact that you can go into any area in a solo party now, kind of makes the Neo City packets useless since you can only use them if you can already get in without them...
